Examining the Sustainability of Physical Education and Sport in Jamaica: COVID-19 and Beyond
Jamaica has produced many celebrated and world-renowned athletes in a variety of amateur and professional sports. The G.C. Foster Sports Heritage Symposium was launched in 2013 in a bid to celebrate achievements in Physical Education and Sport and foster sports heritage preservation initiatives. The Symposium has gained industry-wide recognition since its inception by featuring unique speakers representing all facets of Physical education, sport and business.
This year’s symposium theme: Examining the Sustainability of Jamaica’s Sports- COVID-19 and Beyond, will be examined through the lens of industry experts, students and teachers. The event will continue to be a source of systematic scholarly research and professional discourse that highlights research, policy development, evidence-based practices and challenges in Physical Education, sport, and recreation with an emphasis on issues related to Jamaica’s Sports Heritage.

COVID 19 has a devastating impact on the economy and jobs. One of the areas that is impacted most is sports. In this scenario sporting institutions must develop and execute a multi-faceted approach for funding involving government budgetary support plus funding from the private sector and International financial institutions.
This session will explore the levels of financial support needed to ensure the sustainability and resilience of sport and sporting institutions in the COVID era. It will also examine the role of strategic partnerships for addressing urgent institutional capacity needs related to the economic impact of COVID-19 and needed financial support for facilities maintenance, human resources to support the growing demand for Physical Education, recreation, and sports professionals.

Paper 4: Virtual Learning Environment: A Tool to Improve Students’ Academic Performance in Kinesiology at a Sports College in Jamaica.

The COVID-19 presents physical education professionals with new and unforeseen challenges related to programme delivery. Campus closures due to the pandemic created an urgent need, in schools and institutions of higher education, to consider available alternatives to in-person programme delivery. Online physical education (OLPE) has become essential to the sustainability of schools’ physical education programmes. The goal of this panel is to:
(i) Provide a platform for physical education teachers, educators, and researchers to reflect on their experiences of teaching during the COVID-19 pandemic.
(ii) Provide amicable solutions and multifactorial framework that will benefit continued high-quality physical education.
Overview
This panel for the third year, will seek to bring together a cadre of sports practitioners and experts who will share insights into the greater value rewards for the price of hard work in the pursuit of professional excellence. They will also share cutting edge thinking regarding the effective ways of measuring success in sports as well share their expertise and perspectives on approaches, principles and applicable pathways for the overall development of sports in the highlighted areas. Panel consists of notable athletes and sports personnel who have impacted their sporting area both locally and internationally.

Sr. Irwine Clare was born in Bamboo, St. Ann, Jamaica, and is a proud alumnus of York Castle High School. His mother, a stalwart in the community, was renowned for her indelible humanitarian spirit and endeavors. She instilled in him the importance of social service. Inevitably, social responsibility was birthed, and Clare morphed into an accomplished philanthropist who passionately spent much of his life honing the required skills to eliminate inequity and ensure elevation and sustenance for others.
His passion for social service was the catalyst for the formation of the nonprofit organization, Team Jamaica Bickle in 1994. In response to its philanthropic services, the organization has received numerous awards from several local and national entities. The organization is propelled by its maxim: Our Athletes, Our Ambassadors. As such, the main thrust has been the development and sustenance of local and regional sports through the strategic support of athletes and coaches. One way in which the organization has been able to fulfill this mantra is through its Hospitality Initiative. This programme has allowed for more athletes to travel to the Penn Relays by reducing its associated costs.
The Hospitality Initiative provides the following:
* Meals and other refreshments,
* Physical therapy, chiropractic, mentorship, and medical services,
* Ground transportation: daily hotel to stadium shuttle & airport transfers for arrival and departure,
* [Negotiated] subsidized hotel rate.
Clare continued in his drive to foster change, growth, and empowerment. He was passionate about voicing the need to facilitate immigrant communities and to combat the jarring challenges associated with them. Subsequently, he co-founded Caribbean Immigrant Services (CIS) in 1995. CIS has successfully helped thousands of Caribbean nationals obtain permanent residency in the United States, along with its associated legal rights. His involvement and advocacy in the field of US Immigration, social and political welfare are exemplary, and this has made him a convener, coveted speaker, and consultant in the field.
Irwine Clare is also an identifiable media personality. During the formative years of his career, he held the post of television talk show host. Presently, he hosts various segments at Irie-Jam radio. His programmes feature a diverse audience from all social and political strata, emanating across various geographical locations and platforms.
Clare remains a fixture not only in Diaspora communities but globally and is highly revered in the field. He remains resolute in his legacy to be a participant and consultant to the messaging of changes needed for a non-disproportionate society.
Maurice Wilson: Transformational and Innovative Sports Extraordinaire
Mr. Maurice Wilson can be described as august in stature and accomplishments. This devoted husband and father has distinguished himself as an iconic sporting giant with an unwavering commitment to sports development and the preservation of its legacy in Jamaica.
Maurice Wilson is the principal of the illustrious G.C Foster College of Physical Education and Sport. In addition to leading this world-class training institution which produces renowned athletes and sports professionals, he leads the charge as a sports extraordinaire with an impressive resume. Maurice holds a Level 5- IAAF certification in coaching for Sprint and Hurdles. He is the founder and Head Coach of SprinTec Track Club, the Head Coach at G.C Foster College of Physical Education and Sports, has represented Jamaica’s national track and field team at the Olympics and World Championships as a Coach, Head Coach and technical director. Maurice Wilson has also served as the coach for the winning teams at 13 Penn Relay Championships of America, coached five individual medalists at the World Junior Championships, and was the Head Coach of Holmwood Technical High School which boasts nine consecutive Girls National Championships. Added to his long list of roles, Maurice serves as a Sports Analyst for Track & Field events.
Not only is Maurice Wilson a sports activist, but he is also the creative mind behind the sports video series: Sprinting the Jamaican Way. In this one-of-a-kind, sought-after series, Wilson delivers intensive technical instruction and reveals the key components to Jamaican training.
Despite his various accomplishments and taxing schedule, Wilson remains selfless to the community. This is exemplified in the philanthropic activities in which he engages.
Maurice Wilson has been the recipient of a national award in response to his phenomenal contribution to sports development and maintaining its legacy in Jamaica. In 2017, he was honoured by the government of Jamaica with the Order of Distinction.
Mr. Spencer Darlington is senior Sports Presenter/Producer at Television Jamaica where he has worked since December 2011
He has been a Sports Broadcaster for 29 years and has covered & done live commentary on several local sporting events since 1995 as well as the Carifta Games & Penn Relays & in recent times the 2017 World Athletics Championships in London & the Tokyo 2020 Olympics.
He attended GCF from 2006-2010 and holds BSc in Physical Education & Dip in Teaching Education. As a justice of the peace Spencer’s unquestionable integrity endears him to his local community members and young people who he often seeks to mentor.
Spencer’s is highly respected in the field of sports journalism. His enthusiasm for the sports industry and his ability to communicate effectively as a news reporter are qualities that endear him to his peers' successful and sporting fan base.
Professor Neville Ying
Professor Neville Ying has had a distinguished career and a proven track record in the public sector, private sector, higher education institutions and regional and international organizations. He has provided service and institution-building contributions to over 37 organizations at the international, regional, and national levels.
His widely sought-after expertise spans the areas of: Strategic Creative Thinking and Innovation; Transformational Leadership; Strategic Business and Organizational Development; Measurement and Evaluation; Project Management and Project Evaluation; Labour and Employment Relations; Corporate Governance, Social Responsibility and Diaspora Strategic Engagement and Governance.
He has presented over 76 papers at a wide range of local, regional and international conferences, and symposia, produced 28 technical reports and research papers and published 27 articles in refereed journals, 4 books and 5 book chapters.
Professor Ying holds a PhD degree in Measurement, Statistics and Research Designs (Psychometrics). His other qualifications include a Master of Arts degree in Measurement and Statistics, a Bachelor of Science degree in Mathematics and Physics and a Teachers’ Diploma.
He is currently Professor (Hon), Educational Measurement, Mico University College and serves as Member of the National Partnership Council; National Partnership for a Prosperous Jamaica, Chairman of the COVID 19 Labour Market Taskforce for the Ministry of Labour and Social Security; Chairman of Jamaica Social Stock Exchange; Chairman Jamaica Stock Exchange Best Practices Committee; Chairman Jamaica Flour Mills Foundation; Chairman of the Advisory Board for MIND (Management Institute for National Development); Director Jamaica Productivity Centre and Lecturer / Facilitator for Transformational Leadership in the UWI- National College for Educational Leadership (NCEL ) Aspiring Principals Programme.
Professor Ying has either held positions in and or made institutional building contributions to over thirty organizations regionally and internationally. He has also been the recipient of over twenty-five special national awards, including the coveted Jamaican National Honours of Commander of the Order of Distinction.Miss Carole Beckford
Carole is an experienced, strategic and competitive marketing and communications specialist. She has over ten years of experience in developing 360 degrees campaigns for organizations and personalities that connect with national, regional and global audiences. She also has experience with leveraging market research, social media and analytics to drive conversion and brand exposure.
Beckford has been a journalist for 32 years. In her early years, she covered sports, news and entertainment in the global space. Based in Jamaica, she has traveled widely to present at workshops and conferences as a speaker on several topics on sports management, sports marketing and branding.
Beckford also has two decades of experience in Sport Administration. She is an International Olympic Committee Course Director for Sport Management. She served as President, Jamaica Volleyball Association, Marketing Team for America's Volleyball (NORCEA) and sat on several organizing committees for regional and international games in a variety of sporting disciplines. She has been ranked in the 100 most followed sport professionals on Twitter.
Carole Beckford also possesses an impressive resume. As such, she is a force to reckon with within the sporting arena. Beckford has also contributed to the fellowship of scholarly work as an author and publicist. She has published for the world acclaimed Usian Bolt and has authored three books on athletics within the Jamaican context. These are: Jamaica Is In – Sport and Tourism( 2016), ABCs of Caribbean Sport, Marketing and Psychology (with Olivia Rose Ph.D. 2021) and Keeping Jamaica’s Sport on Track (2007). In addition to supporting a culture of publishing, Beckford is Head of Marketing and Communications – West Indies Cricket Board/Cricket West Indies, The Senior Vice President of Sport and Entertainment - Blue Mahoe Capital Partners (Real Vibez Entertainment) and a Film Commissioner.
Mr. Everton Russell
Everton Russell has more than thirty years of experience as a coach, teacher of Physical Education, Social Sciences and Natural Science. He holds a Diploma in Education
(Social Studies/Physical Education) and Bachelor of Arts in Heritage Studies from The Mico University College. He is currently completing his Master of Science degree in Physical Education and Sport at The University of Technology and GC Foster College of Physical Education and Sport.
Everton possesses an unwavering commitment to personal and professional excellence which is manifested in his current position as Head of the Physical Education department at the Holy Trinity High School. He has also honed the ability to manage and mentor student-athletes through his long career as both teacher and coach. He currently is the assistant football coach of the Holy Trinity High male football team. Between 2013 and 2015 Everton served as the Coach for the Wolmers Boys’ School under 14 team and goalkeeper coach to all age-group football teams. Between 1995 and 2014, Everton coached the Lannaman’s Preparatory School’s football team to 19 Preparatory School Football Titles including the Alberga and Henriques titles. He also coached the Lannaman’s basketball team to the Insports Preparatory School Basketball Championship in 2008 and the cricket team to the all-island Scotiabank Cricket Championship and Corporate area in 2012.
As an athlete, Everton was an anomaly and a once-in-a-generation phenomenal multi-sport athlete who kept all of his coaches at Calabar High School and the Mico University College on edge about his future. He trained and competed in track and field, Rugby(regionally) and Cricket for Calabar school for 5 years. He boasts two medals from the shotput Boys Championships for 1986 and 1989.
Miss Rose-marie Wong
Rose-marie Carolyn Wong was born on the 29th of February 1992 to parents Christine Young and Claudius Wong. She is from a community called Dalvey, in the beautiful parish of St. Thomas. Rose-marie started school at the age of two. She attended the Nazareth Basic School 1994-1998, then later moved on to the Dalvey Primary School where she graduated at the top of her class. Rose-marie went on to study at Morant Bay High School (2004-2009).
After leaving high school with five (5) CXC subjects, she attended the Happy Grove High Evening School where she did Physical Education. In 2010, she enrolled at the GC Foster College of Physical Education and Sport. However, after one semester, financial difficulties prevented her from continuing her studies. After several years of taking different classes in order to achieve her goals, she finally re-enrolled in college in 2017 (GC Foster College). During her second year of college, she pursued a course in Fitness Instruction, and in 2018, she was certified as a Fitness Instructor. The following year she completed another short course, Massage Level 1. Then in May 2001, Rose-marie attained a Bachelor’s degree in Education.
Rose-Marie presently serves in the capacity of Physical Education Teacher at the Happy Grove High School in Portland where she is a phenomenal educator and role model.
Mrs. Simone Uter-Walsh is a lecture of G.C.Foster College of Physical Education and Sport, where she facilitates students in the area of Mathematics, ICT and Education Technology. She has over ten years of experience teaching at the tertiary level. Mrs. Walsh is a graduate of the University of North Carolina System, where she was awarded a Master of Science degree in Applied Mathematics from Western Carolina University in 2004 and a Bachelor of Science degree in Computer Science and Information Systems in 2003 from Elizabeth City State University, (Summa Cum Laude). Mrs. Walsh is a recipient of several academic scholarships ranging from the associate to graduate level and is a lifetime member of Alpha Chi National Honor Society. Mrs. Uter-Walsh is passionate about teaching and learning and seizes every opportunity to impart or gain knowledge. Mrs. Walsh plays a very vital role at our institution in the training and development of staff in the area of technology.
Miss Octivia Gray
Ms. Octivia Gray is a native of Kingston, Jamaica, and an alumna of the Holy Childhood High School. She is driven by a strong proclivity for sports and in preserving its legacy. Ms. Gray also is a talented, goal-oriented and passionate educator at her alma mater.
Ms.Gray believes that the solid foundation provided by her alma mater as well as her Christian principles catapulted her into early success. Soon after graduating high school, Ms. Gray received a scholarship to pursue a Bachelor’s Degree in Language Education at the University of The West Indies and was among the historic graduating class of 2017. However, after completing the degree she felt that there was a void in her life. Destiny beckoned and she responded by pursuing another Bachelor degree, this time at the G.C. Foster College of Physical Education and Sport in 2017.
Ms. Gray displayed her outstanding prowess in the sporting arena. She represented Jamaica in swimming and holds a coveted national record for the sport. Although tasting success, Octivia Gray rejected the inflated ego which sometimes accompanies success. She selflessly uses her sporting talent to help others to learn to swim. She also assists English A students in preparing for their external examination.
Ms. Gray has continued on the path of self and professional growth. She is currently a postgraduate student at the University of The West Indies, where she is pursuing a Master of Science in Sport, majoring in Strength and Conditioning.
Mr. Dwight Holland
Dwight Holland is a trained Physical Education and Science teacher with over 15 years of teaching experience. He holds a Bachelor of Science Degree in Physical Education and Sport. He is currently enrolled in the penultimate semester of the Master of Science in Physical Education and Sport Programme at GC Foster College.
Dwight is currently employed at GC Foster College of Physical Education and Sport as Assistant Plant Manager. He previously worked as a teacher at the Solid Base Group of Schools and Sergeantsville Primary School. He served as an instructor of City and Guilds Early Childhood Education and Heart Trust NTA at Edward Piece Skills Training Centre.
He is a co-founder of Tech-Max Sports Academy Limited, responsible for initiating and maintaining a grassroots sports programme that exposes children to sporting disciplines in football, netball, volleyball and cricket.
Mrs. Andrea Hoo-Thomas
Mrs. Andrea Hoo-Thomas has been an educator since 2000. She is driven by an insatiable ardor for sports.This is evident in her active involvement in netball, football, basketball and field hockey, and qualifying for and representing Jamaica at the CAC and Commonwealth Games for a decade (1990 to 2000).
She is currently pursuing a Master of Science in Physical Education at The University of Technology and G.C. Foster College of Physical Education and Sport. Andrea believes that the fostering and nurturing of young prospective teachers and coaches can lead to a society of great sports practitioners and excellent teachers in the classroom. Mrs. Thomas is also driven by a passion to preserve and maintain sports legacy among the youth. As such, she has assumed the post of coach for the national youth field hockey team.
Mrs.Thomas is christ-centered and her Christian principles are what guide her day-to-day living. With a philosophy that speaks volumes “I am created for greatness with God as my architect,” she continues to strive for excellence.
Sasher-Gaye Henry is a Physical Education and Professional Studies lecturer at the GC Foster College of Physical Education and Sport. She is a former Jamaica international netball player and co-coach of the Jamaica national netball team, the Sunshine Girls. She won a bronze medal in netball at the 2014 Commonwealth Games in Glasgow. Sasher-Gaye guided the Sunshine Girls to silver at the Fast5 Netball World Series, which was held in Melbourne, Australia in 2017. She was appointed co-head coach of the Sunshine Girls in 2017 where the team won a bronze medal at the 2018 Commonwealth Games in the Gold Coast, Australia.
Sasher-Gaye was short-listed for the 11th Annual Courtney Walsh Award for Excellence! Always fierce, Sasher-Gaye is a winner who's played an integral role in keeping Jamaica at the top of the world rankings. With 75 caps, Sasher announced her retirement from international competition and this honour will put the exclamation point on her remarkable netball career.
She is a consummate believer in the impact of Physical Education and sport on Jamaica’s national development goals. As such, she dedicates her time mentoring young educators and student-athletes
Dr. Olivia Rose
Dr. Olivia Rose is a noted Sports Psychologist in Jamaica, serving as a consultant to numerous athletes and sports teams, including the West Indies Cricket team and The University of the West Indies – Mona, for over a decade. She is the expert voice on matters relating to Sports Psychology for various media houses in Jamaica. She completed both her B.Sc. in Psychology and M.Sc. in Applied Psychology at The University of the West Indies – Mona. Currently, she holds a Ph.D. in Sociology of Leisure and Sport from the University of Leicester.
Across her academic career, she has earned several honours including the Prime Minister's Youth Award for Excellence in Academics in 2009, a distinction in her M.Sc. (and the first student to ever achieve this honour in her programme). She was the first person to be appointed Sport Psychologist on all of the campuses of the University of the West Indies and was the youngest awardee of the Hall of Honour – High Achievers Through The Seasons at Westwood High School.
Dr. Rose is a lecturer and curriculum developer for courses in Sports Psychology for the Jamaica Football Federation, the National Netball Association, the University of Technology, Excelsior Community College and G. C. Foster College of Physical Education and Sport. She is the Chairman of Olivia Rose Sports Consultancy which is a sports company that serves the English-Speaking Caribbean through sports research, policy and psychology.
Mr. Wavell Hinds
Mr. Wavell Wayne Hinds is hailed among Jamaica’s recognized sports figures of the 2000s. During this period, he served as a Jamaican/West Indian cricketer at the regional and international levels. His international career includes 45 Tests and 119 One-Day Internationals (ODIs). Among his coveted credentials are sports administrator, president of the West Indies Players' Association and Kensington Cricket Club, as well as marshall of Jamaica's team of athletes and officials at the multidisciplinary pinnacle of Para Sports.
Wavell Hinds began to emerge as a sports legend with his debut in 1994 when he qualified for the Under-19 Cricket Team. Consistent performances since then earned him a spot in the West Indies Under-19 team for the tour to Pakistan in 1995, where he played for Future Internationals. In 1997, he was selected for the West Indies. Hinds had only three Test caps under his belt when he incinerated Pakistan's attack at Bridgetown in 1999-2000. His scores of 165 and 52 included 33 boundaries. As a member of the team for the tour to South Africa, he impressed selectors by scoring a ton against a formidable attack. He continued being a part of the A-side and had a successful tour of India the following season. In 2003, Hinds smashed successive centuries against Australia, powering West Indies to victories on each of those occasions.
Hinds signed a Kolpak deal with Derbyshire where he played the 2008 season. He returned to the Caribbean and marked his return during the Australia series in 2010. He was also a part of the West Indies squad for the ICC World T20 2010. Hinds played his last official game in 2011.
